Minority Certifications
B&H holds the following minority certifications:  8(a), DBE, SBE, MBE and Texas HUB.
8(a)
The 8(a) Business Development Program is a business assistance program for small disadvantaged businesses. The 8(a) Program offers a broad scope of assistance to firms that are owned and controlled at least 51% by socially and economically disadvantaged individuals.
DBE
DBEs are for-profit small business concerns where socially and economically disadvantaged individuals own at least a 51% interest and also control management and daily business operations.
SBE
SBE is a Business Enterprise that meets specific economic criteria and is owned, operated, and controlled by one or more persons. The specific criteria for the DistrictSBE program can be seen by visiting www.neorsd.org/sbe.
MBE
Criteria for Certification: United States citizens. Minority businesses must be at least 51% minority-owned operated and controlled. For the purposes of NMSDC’s program, a minority group member is an individual who is at least 25% Asian, Black, Hispanic or Native American.
Texas HUB
Who qualifies to be a Historically Underutilized Business?

  • a for-profit entity that has not exceeded the size standard prescribed by 34 TAC §20.294, and has its principal place of business in Texas, and
  • is at least 51 percent owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman and/or Service Disabled Veteran, who reside in Texas and actively participate in the control, operations and management of the entity’s affairs.
